Walter Washington & The DC Home Rule Law In 1967 LBJ appointed the former New York City and DC housing executive Walter Washington to become the district's first commissioner/mayor under a so-called revised plan called "direct rule".  Six years later Walter E. Washington was elected to become the city's first black mayor under a new plan called "home rule".   His critics believed he was a token while others argued saying he fought hard for change and began the push for DC statehood, hear the story and you decide.
